General Counsel

Jack Chapman serves as WestStar's General Counsel, and is responsible for managing all the bank's subsidiaries and divisions, including wealth management, insurance, mortgage, and title services. Additionally, Jack is responsible for the coordination of legal-related issues to WestStar and its affiliates.

Before joining WestStar, Jack served as Of Counsel in the Business Department for Kemp Smith Law. During his more than thirty years with the firm, he served in a number of leadership positions, including Managing Partner for seven years. Jack has more than thirty-five years' experience in El Paso's legal and business communities, with extensive experience in corporate investments, management, and restructuring. 

Jack received a B.A. degree with honors from University of Texas at El Paso, and earned a J.D. with honors from University of Texas School of Law. He is a member of the State Bar of Texas and of the El Paso Bar Association. Civically-minded, Jack currently serves as chair for the Greater El Paso Chamber of Commerce Board of Directors, as well as current board member and former chair of the Greater El Paso Chamber of Commerce Foundation and Kids Excel El Paso. In the past, he has served as board member and chair of the Paso del Norte Health Foundation and United Way of El Paso County, and board member of Junior Achievement of the Desert Southwest.
