FinCEN Bans Certain Fund Transfers

On June 25, 2025, the U.S. Department of the Treasury’s Financial Crimes Enforcement Network (FinCEN) issued orders identifying three Mexico-based financial institutions as being of primary money laundering concern in connection with illicit opioid trafficking.

These institutions are:

  • CIBanco S.A., Institución de Banca Múltiple (CIBanco)
  • Intercam Banco S.A., Institución de Banca Múltiple (Intercam)
  • Vector Casa de Bolsa, S.A. de C.V. (Vector)

FinCEN’s orders prohibit transmittals of funds involving these institutions. These actions represent the first use of authorities granted under the Fentanyl Sanctions Act and the FEND Off Fentanyl Act, which empower Treasury to combat money laundering tied to fentanyl and synthetic opioid trafficking, including by transnational criminal organizations. The prohibitions will become effective 21 days after publication in the Federal Register. Covered financial institutions must cease all transmittals of funds to or from these entities by that date and ensure compliance with all applicable anti-money laundering (AML) obligations.

Effective July 15, no transactions involving these institutions will be processed.
