L. Frederick Rick Francis is Chairman and Chief Executive Officer of WestStar Bank Holding Company, Inc. and Executive Chairman of WestStar Bank. He is also Chairman of Francis Properties, LTD and Francis Holdings LLC, two firms involved in Family Investments.
Mr. Francis serves on the Board of Regents for Texas Tech University System and is the former Chairman. He serves on the Board of Directors for Providence Memorial Hospital and Sierra Medical Center of which he is Past Chairman. He is a member of the Board of Directors for Western Refining, Inc. (NYSE:WNR), the El Paso Chamber of Commerce Foundation, the Medical Center of Americas Foundation, and a member of the executive committee of the Borderplex Binational Economic Alliance. He is a member Texas Business Leadership Council and the Investment Advisory Committee of the Texas Tech University Foundation. Mr. Francis served as chairman of the Paso del Norte Group, president of Area 5 (Rocky Mountain States) Boy Scouts of America, the Young Presidents Organization, the Yucca Council Boy Scouts of America, the Sunturians, and Crime Stoppers of El Paso. He was a member of the Executive Committee for the Texas Hospital Trustees. Mr. Francis has been active with the Business Advisory Council at the El Paso Community College, the Rotary Club of El Paso, the Better Business Bureau, and the Greater El Paso Chamber of Commerce. In 1996, Mr. Francis was honored as a Silver Beaver by the Boy Scouts of America and, in 2001, received the Deans Distinguished Service Award from the Texas Tech University Health Sciences Center. In 2005, he was named Outstanding Ex by Coronado High School and Distinguished Alumni by the Jerry S. Rawls College of Business at Texas Tech University in 2008. In 2007, Rick and his wife, Ginger, were named El Pasos Philanthropists of the Year by the Association of Fundraising Professionals. In 2009, he was named El Pasoan of the Year by El Paso Inc. and in 2010 was inducted into the El Paso Business Hall of Fame. He is a graduate of Texas Tech University (BBA Finance), the Texas Tech Intermediate School of Banking, and the Southwestern Graduate School of Banking conducted at Southern Methodist University.

Larry L. Patton is President of WestStar Bank Holding Company, Inc. and President and Chief Executive Officer of WestStar Bank.
He began his banking career in 1971 and has served as President and Chief Executive Officer of several others banks in El Paso. Prior to his banking career, he was with the Comptroller of the Currency as a commissioned national bank examiner and the Regional Director of Corporate Activities. Mr. Patton serves on the Board of the Federal Reserve Bank - El Paso Branch was appointed by the Governor to serve on the Finance Commission of Texas, is the past Chairman of the Board of United Way of El Paso, and the El Paso Club, and also serves as an Advisory Director of the El Paso Hispanic Chamber Education Foundation, having served as past Chairman of the El Paso Hispanic Chamber of Commerce. He also serves on the El Paso Hispanic Chamber of Commerce Legacy Council, Renaissance Committee of the El Paso Community Foundation, and is a member of the Border Binational Economic Alliance. For over 30 years, he has served on numerous non-profit boards, civic organizations, and fund-raising committees.
Mr. Patton has been a director of WestStar Bank since 1999.
J. Robert Brown is President of Brownco Capital LLC and formerly was the President and Chairman of the Board of Desert Eagle Distributing of El Paso, Inc., distributors of Anheuser-Busch products in El Paso and Alpine, Texas; and Roswell, New Mexico.
Mr. Brown has been a Director of El Paso Electric Company since June 2003 and serves on its Audit Committee and is Chairman of the External Affairs Committee. He currently serves on the University of Texas at El Paso Development Board and the Texas Tech University Foundation Board. He is a member of the State Bar of Texas, past chairman of the Texas Tech University System Board of Regents, serving on their Facilities and Planning Committee and their Investment Advisory Committee and also served on the Texas Tech University Foundation Board. Mr. Brown also served a six-year term as Commissioner for the Texas Parks and Wildlife Commission. He is a past director of the El Paso Chamber of Commerce Foundation and served on the Boards of the Yucca Council of the Boy Scouts of America, the Sun Bowl Association, and the American Heart Association-El Paso Division. Mr. Brown was honored as the 2004 Distinguished Alumnus for the Jerry S. Rawls College of Business at Texas Tech University. In 2010, he was inducted into the El Paso Business Hall of Fame. Mr. Brown earned his Bachelor of Business Administration degree in Administration and Marketing from Texas Tech University and his Doctor of Jurisprudence degree from St. Marys University.

Richard Castro is a former teacher (Eagle Pass School District), City Manager (Del Rio), and real estate realtor and builder who began his franchising venture with McDonalds in 1983. Since then, his franchise has grown to 23 restaurants in West Texas that employ more than 1,000 employees.
Mr. Castro is currently on the Board of Directors of Ronald McDonald House Charities and has served on the Chase Bank Board of Advisors, the City of El Paso Public Service Board. In addition, Mr. Castro has received numerous awards and recognitions including the Chairmans Community Support Award of the Texas Association of Mexican American Chambers of Commerce, the Hispanic Business Man of the Year by the United States Hispanic Chamber of Commerce, and was honored with the 2005 Hispanic Magazine Entrepreneur Award.
Mr. Castro received a Bachelor of Science degree from Southwest Texas State University, now Texas State University. Mr. Castro has been a director of WestStar Bank since January 2011.
Bob J. Danley is Executive Vice President of Operations and Chief Financial Officer for WestStar Bank. He has served in this capacity since the bank opened in May 1990.
Prior to that time Mr. Danley served in a similar capacity for 14 years at two other banks in the Southern New Mexico and El Paso areas. Additionally, he previously served as a director of an El Paso area bank for seven years. Prior to beginning his banking career in 1972, Mr. Danley worked for Shell Chemical Corporation in the San Francisco and Houston areas. He has served in several non-profit organizations and is currently a director of Western States School of Banking. Mr. Danley earned his Bachelor of Science degree at New Mexico State University and his Master of Science degree at Arizona State University.
Mr. Danley has been a director of WestStar Bank since 2003.
Paul L. Foster is Executive Chairman of Western Refining, Inc. (NYSE:WNR), a Fortune 500 oil refining and marketing company based in El Paso, Texas. Western operates two refineries, approximately 200 convenience stores, and diverse wholesale marketing operations.
A graduate of Baylor University in 1979 with a BBA in Accounting, he was a CPA as well as a member of the American Institute of CPAs and the Arizona Society of CPAs. He is actively involved with the National Petrochemical and Refiners Association, the Western States Petroleum Association, the Western Petroleum Marketers Association, and is Chairman of The University of Texas Investment Management Company (UTIMCO). Mr. Foster is an avid supporter of the El Paso community and an active member of numerous community and business organizations including the Border Binational Economic Alliance. Mr. Foster presently serves on the Texas Economic Development Council and the Governors Business Council. He served on the Texas Higher Education Coordinating Board from 2004 2007 and is now Vice Chairman of the University of Texas System Board of Regents. In 2008, Mr. Foster was appointed to the National Petroleum Council by President Bush.
He has been a director of WestStar Bank since 2004.
Jon T. Hansen is a native El Pasoan and the former chairman, president, and major stockholder of Jon T. Hansen Constructors, Inc., a highway construction company and is a life member of the Texas Association of General Contractors. He is chairman of Jon T. Hansen Investments, Inc., a real estate and finance corporation.
Mr. Hansen served as a director of Texas Commerce Bank-Border City for 10 years. He was a member of the Board of Directors of the El Paso County Historical Society and is a past director of the Lee and Beulah Moor Childrens Home and the Endowment for Lee and Beulah Moor Childrens Home. He was a board member and past president of the El Paso Zoological Society; current member, past president, and District Governor of the Serra Club; a Better Business Bureau arbitrator; and was a director of the Historic Missions Restoration Corporation. He is a commissioner and past chair of the Texas Historical Commission and a member of Queen of Peace Church as well as continuing his activities in other El Paso community affairs.
He was a founding director of WestStar Bank in 1990, and has continued to serve in the capacity of Director Emeritus since 2009.
Woody L. Hunt is Chairman and Chief Executive Officer of Hunt Companies, Inc., and its affiliated companies. Founded in 1947, Hunt Companies, Inc. has become a leading national privately-owned real estate investor, manager, developer, and contractor. Hunts focus and experience is in sectors such as public-private ventures, military housing, mixed-use, multi-family housing, master-planned communities, government build-to-lease programs, retail, and office. Mr. Hunt also serves as Chairman of the Hunt Family Foundation, a private family foundation he and his wife, Gayle, established in 1987.
In addition to his duties with Hunt, Mr. Hunt is Chairman of the Texas Business Leadership Council; a member of the Board of Directors for Complete College America; founding chairman and current board member of the Medical Centers of Americas Foundation in El Paso; foundation trustee on the College for all Texans Foundation; member of the Board of Visitors of the University of Texas MD Anderson Cancer Center-Houston; founding member of the Borderplex Binational Economic Alliance where he now serves on the Executive Committee; member of the Council for Continuous Improvement and Innovation in Texas Higher Education; member of the Development Board at the University of Texas at El Paso; and a member of the Development Board for the Texas Tech University Health Sciences Center at El Paso.
He was previously the Vice-Chairman of The University of Texas System Board of Regents; served seven years, three as Chairman, on the Board of Directors of The University of Texas Investment Management Company (UTIMCO); was chairman of the Texas Select Commission on Higher Education and Global Competitiveness; was a member of the Commission for College Ready Texas and the Texas Tax Reform Commission; was a member of the National Board of the Fund for the Improvement of Postsecondary Education (FIPSE); was a member of the Texas Advisory Committee on Higher Education Cost Efficiencies; was a member of the Task Force on Higher Education Incentive Funding; and was the chairman of the Paso del Norte Health Foundation. He was a member of the Board of Directors and chairman of the Finance Committee of PNM Resources in Albuquerque, New Mexico, and has served on numerous other civic, non-profit, and professional boards.
Woody has been inducted into the El Paso Business Hall of Fame, has received the El Paso Rotary Club's Distinguished Service Award, and the City of El Paso's Conquistador Award. Woody was also an El Paso County Historical Society Honoree. He was named Top Newsmaker by the El Paso Times and named El Pasoan of the Year by the El Paso Inc. He is also the recipient of the 2011 Lucy G. Acosta Humanitarian Award presented by LULAC Project Amistad.
In 2008, Woody and Gayle Hunt were recognized for their continued support of the El Paso community and were named Philanthropists of the Year by the West Texas - Southern New Mexico Chapter of the Association of Fundraising Professionals. Woody graduated with honors from The University of Texas at Austin with a Bachelor's Degree in Finance, and he subsequently received his MBA in Finance from UT. Woody also earned an MA Degree in Management from the Drucker School of Management at Claremont Graduate University in Claremont, California. Mr. Hunt has been a director of WestStar Bank since 2011.
Tom G. Hussmann was the founding president of the Montwood National Bank (1974-1985) and is managing partner of Hussmann Group, Ltd., a diverse investment company.
Mr. Hussmann is current chair of the Renaissance Fund Advisory Committee, maintained by the El Paso Community Foundation and dedicated to the beautification and revitalization of downtown El Paso. He was named Hospital Trustee of the Year in 1980, awarded a life membership by the Greater El Paso Chamber of Commerce in 1970, and served two terms as President of St. Clements Episcopal Parish School. In addition, he has served on numerous medical, educational, and civic non-profit boards in El Paso.
Mr. Hussmann was a founding director of WestStar Bank and has continued his service as Director Emeritus since 2009.
Meyer Marcus is Chairman of the Board of MIMCO, Inc., a company he founded in 1973 that is a fully integrated real estate investment, development, management, leasing, and maintenance company, with operations in El Paso, San Antonio, and the Rio Grande Valley in Texas; Las Cruces, New Mexico, and currently expanding into other Texas markets. With his brother, Clement Marcus, he co-founded LaLa Imports, importers of goods from China, the Philippines, and Mexico.
Mr. Marcus is a member of the Board and on the Executive Management Committee of the Borderplex Community Trust, is on the Deans Advisory Council for Texas Tech University Health Sciences Center-Paul L. Foster School of Medicine, Board of Directors of Medical Center of Americas Tech Park Inc. and, recently with his wife, Mindy, became Board Members and Founders of the El Paso Chapter of the Make-A-Wish Foundation. Mr. Marcus has been a director of WestStar Bank since 2005.
A. R. Rusty Miller, III is the general partner and manager of ARM Farms, Ltd., an agricultural producer of pecans and cotton in El Paso and Hudspeth Counties, Texas. He is a member of the Board of Directors for the Fabens Long Staple Gin Company and a member of the Board of Directors and the Endowment Board for Lee and Beulah Moor Childrens Home. Mr. Miller has been a director of WestStar Bank since 1991.
Jonathan W. Rogers, Jr. is the President and Chief Executive Officer of St. Regis Airport Properties, a real estate and investment company in El Paso. He is also involved as an owner or partner in various other financial and real estate investments. He is active in numerous civic, educational, and charitable causes. Mr. Rogers earned a Bachelors of Art in Economics from Yale University. Mr. Rogers has been a director of WestStar Bank since 1997.
Emma Wollschlager Schwartz is the President of the Medical Center of the Americas (MCA) Foundation, a non-profit organization known as the keeper of the vision of the MCA campus. The Foundation is in the process of developing the first private biotech research facility in the region and a biotech commercialization institute created to help biotech firms emerge and succeed in the region.
Ms. Schwartz was the founder and President of Wollschlager Consulting, LLC, d/b/a/ W Consulting, LLC, a healthcare management and regulatory compliance consulting company. Prior to launching her own consulting firm, Ms. Schwartz was the Director of Compliance Consulting for Sinaiko Healthcare Consulting, Inc. in Los Angeles, California. Ms. Schwartz received her Bachelor of Arts degree from Stanford University in Human Biology with a concentration in Comparative Health Policy, and she received her Masters in Public Health from the UCLA School of Public Health in Health Services Management. Ms. Schwartz has been a director of WestStar Bank since January 2011.
Maria F. Teran is President and CEO of Sierra Machinery, Inc., a leading full service distributor of construction, mining and industrial equipment based in El Paso, Texas. In 1996, Ms. Teran received the Women in Business Advocate of the Year and Minority Small Business Advocate of the Year for the Small Business Administration, El Paso District. Ms. Teran is a former member of the El Paso Public Service Board and the Thomason Board of Directors and serves as the Associate Chair of the Associated General Contractors of Texas. Ms. Teran was appointed by President Bill Clinton to the American Heritage Rivers Advisory Committee on which she still serves. She was twice appointed by Governor Rick Perry to serve on the Texas Appraisers Licensing and Confirmation Board. She was recently appointed by the Governor to the Texas State Health Services Council. Ms. Teran has served as a director of WestStar Bank since 2001.
Skip Trammell retired after 24 years of service as the Director of the War Eagles Air Museum in Santa Teresa, New Mexico. He served in Vietnam as a member of the Special Forces and received the Bronze Star and Purple Heart medals, among others.
A world-ranked trap shooter, Mr. Trammell is Trustee for the American Trap Shooting Hall of Fame, a former bank director, school board member, and small business owner. He serves on the Board of Directors of the Texas Tech University Foundation. He also is member of the Board of Directors and the Endowment Board of the Lee and Beulah Moor Childrens Home and past State President of TTA.
